Sailing Ahead - August 2007

A few months have passed again, so it is time for another update from within the PIANC community. ProCom had its first meeting in June, the YP's haven't been sitting still either and a few announcements are ready to be made public. Might be some nice summer literature for the last remaining month of the summer holidays!

NEWS FROM PROCOM

On 18 June 2007, the brand new commission ProCom held its first meeting in Brussels. The meeting was well attended and some good ideas were put forward. First of all, Young Professional Alice Clijncke was elected as secretary of ProCom, she will be assisted by Tom Wakeman. The meeting agreed that it is time to promote the production and organization of PIANC in a state-of-the-art way and to expand its reach. Moreover, ProCom especially wants to focus on young professionals and countries in transition.

Besides this, three Task Groups (TG) were formed:

  • TG 1: promotion plan: this TG guides the selection process of a consultant;
  • TG 2: contract deliverables review;
  • TG 3: availability of technical reports: how to make better use of Working Group reports and make them available.

HQ has also put a survey on the website at www.pianc-aipcn.org/survey, both in English and in French, in order to assess PIANC's policy regarding promoting the association. By the end of October 2007 there should be the first products of the consultant, including the survey results and by the AGA in 2009 in Finland, a final presentation is expected.

NEWS FROM YP-COM

Young Professionals visit MO.S.E project in Venice

On 5 and 6 July 2007 the Young Professionals Commission organized its first technical visit to the MO.S.E. project in Venice and to the Experimental Centre for Hydraulic Models in Voltabarozzo (Padova). Objective of these technical visits was to offer YP's the opportunity to visit hydraulic projects of world wide interest. The technical visit was attended by YP's from Germany, France, The Netherlands and Italy.

The aim of the MO.S.E. project is to defend Venice against "high waters" using a system of manoeuvrable barriers at the lagoon inlets. The visit started with an introductory talk and a video presentation, followed by a boat tour to the inlets of Malamocco and the Lido, where the works of the MO.S.E project are under construction.

For the second day, a visit to the Experimental Centre for Tests on Hydraulic Models at Voltabarozzo was organized. Here, the hydraulic model tests of the MO.S.E. project were performed. The participants had a presentation of all the activities performed at the laboratory during the last years. A tour was made during which some important experiments were showed, such as the operation and control performances on a full size gate (the Electromechanical Experimental Module, MO.S.E.) installed in a laboratory built specifically for this purpose.

The visit could only take place due to the support of the Venice Water Authority. This support is gratefully acknowledged.

Belgian YPs organize PIANC Young Professionals study day

Welcoming speech by Joke Lievens, chairperson of the Belgian YP's

On 25 May, the Belgian YP's organized a "PIANC-Young Professionals study day" about public-private partnership (PPS), which was attended by about seventy participants. Objective of this study day was to bring together people from the public and private sector, in order to inform them about the evaluation and elaboration of PPS projects in hydraulic engineering on the basis of two examples in this field. Furthermore, the day was concluded by a visit to the construction of the ring-dike around the controlled flood area Kruibeke-Bazel-Rupelmonde.

Moreover, on 5 July, the PIANC Belgian Section organized a nice evening barbecue in the Brussels Royal Yacht Club. Young and old PIANC members met each other in a nice and relaxing atmosphere.


Dutch YP’s visit the Stationseiland project

On 20 June, the Dutch YP's and Young VBKO (Young Professionals of the Dredging, Coastal - and Shore Work) visited the Stationseiland project. The Amsterdam Central Station will be adapted to give access to the new subway the North/South Line. The group was received in the info centre at the station, where it was introduced to the history of the new subway line. The choices made to reach the definite trace from the Buikslotermeerplein on the North to the World Trade Centre in the South, under passing monumental and hundreds of years old buildings in the centre of the city. Because of the dense and historic building and the immense traffic of tourists, locals and employees a lot of technical bottlenecks had to be conquered. The expansion of the Stationseiland is the feat of the subway line. The existing station is more then hundred years old, founded on wooden piles on an island in the River IJ and constructing the new station and subway may not be a nuisance to the 250.000 passengers that pass the station daily.

Under the Central Station a table construction will be made by which the station will be supported. The table legs will lead the loads to a lower situated sand layer and the wooden piles will be extracted. For this new foundation innovative new techniques will be used like micro tunnelling. Underneath the table a trench is dredged in which the tunnel elements will be sailed in and sunk to its final position. These elements are presently constructed in a dock next to Amsterdam Marina the Sixhaven north of the Station.

The construction is executed by the contractors combination of Van Oord ACZ and Strukton Bouw (CSO). The Managing Director of van Oord ACZ Mr. De Boer gave a presentation about the technical and contractual aspects of the Project.

In the guided tour through the station it became clear how small working space is for most activities (see picture). The excursion finished with a nice diner at a close by restaurant. Here the YP's of PIANC met their equals in the dredging and coastal professions.

NEWS IN THE PIANC COMMUNITY

Call for papers De Paepe-Willems (DPWA) award - Reminder

De Paepe-Willems Award 2007

Please bear in mind that the deadline for papers for the DPWA has changed and is now set on 31 August 2007, due to some important changes that have been made to the criteria during PIANC's last AGA in Kochi, India. The new criteria can be found here.

As you all know, the award consists of an amount of € 5,000 and free membership of PIANC for a five-year period. The Award-winner will also be invited to present his/her paper at the AGA. Free hotel accommodation for three nights will be provided, together with a payment of travel expenses in economy class to the AGA. Besides all that, the Award-winning submission will be published in the Magazine "On Course" and the winners of the DPWA will be presented on the international PIANC-website with a curriculum vitae and a summary of their submission. So don't hesitate anymore and sign up for this nice award!

PIANC symposium in Hannover

At the initiative of the German Young Professionals, PIANC Germany organized a symposium on 28 June 2007 to highlight the international activities of PIANC in Hannover. The symposium was also open to non-PIANC members. PIANC president Eric Van den Eede and the German Chief delegate Norbert Krause - together with some seventy participants coming from companies, universities and public authorities - attended the seminar. The President and the German Chief delegate addressed the audience. Objectives of the event were to give an introduction into the many activities and topics of PIANC and to report about the ongoing process of some interesting PIANC working groups.

Firstly, the German members of the PIANC-Technical Commissions informed about the current tasks and key aspects of activity of their Commission. After that, nine German working group members (working groups of MarCom, InCom, EnviCom) reported on the topics of their groups and gave a review about the expected results. During the breaks an informal exchange of ideas of members and non-members was enabled. All participants confirmed that the meeting was a success and should be established on a regular basis.

Mediterranean Days of Coastal and Port Engineering 2008

PIANC Mediterranean Days of Coastal and Port EngineeringThe first edition of the PIANC Mediterranean Days of Coastal and Port Engineering, hosted by the Italian Section of PIANC, will be held from 7 until 9 October 2008 in Palermo, Sicily. The basic idea is to organize, for the first time, a PIANC regional conference related to topics and items of the Mediterranean area. It will deal with the necessity of elaborating new strategies to face properly the new challenges of the global market, without neglecting environmental and social issues, in the light of sustainable development.

In Kochi, India in April 2007, Andrea Ferrante presented the event at the AGA meeting. Furthermore, a first meeting of the International Scientific Committee (ISC) was held in Rome on 18 and 19 July. The main goal of this meeting was to find out a general agreement on the topics of the ten sessions of the conference. The following topics have been suggested:

  1. Ports and terminals: Port planning, Infrastructure design, Enhancement of Mediterranean terminals, Safety and security issues in Mediterranean ports and Standard costs, innovation and cost-effective optimization of port structures;

  2. Maritime navigation: "Short sea shipping" in the Mediterranean Sea, Cruise navigation in the Mediterranean Sea, Safety and security issues in maritime navigation;

  3. Marinas, urban ports and waterfronts: Marinas and small craft harbours in the Mediterranean Sea, Urban ports related issues, Waterfronts related issues;

  4. Coastal management: Coastal protection and management systems related to Mediterranean conditions, Surveying and monitoring of coastal protection systems, Integration among hydro-meteo data in the Mediterranean Sea, Climate change effects;

  5. Environmental and renewable energy issues: Sustainable port development, Port dredging and sediment management, Renewable energy issues in the Mediterranean Sea.

The deadline for sending in abstracts has been set at 31 March 2008. An electronic version of the abstract (MS Word format) should be sent to pianc@infrastrutturetrasporti.it. All abstracts must be written in English, authors will be notified of abstract acceptance by 15 May 2008.

Colloque francophone de la société hydrotechnique de France et d'AIPCN France

Le colloque francophone de la société hydrotechnique de France et d'AIPCN France - "Grands aménagements maritimes et fluviaux: Techniques nouvelles de conception et insertion environnementale" - aura lieu du 3 au 5 décembre 2007 à Paris.

Sous l'effet conjugué de la croissance des échanges de biens et de services due à la mondialisation, des effets du changement climatique et de la nécessité de réduire l'émission de gaz à effet de serre tout en effectuant des économies d'énergie, dans le cadre d'une politique de développement durable, de nombreux grands aménagements maritimes et fluviaux sont actuellement en cours de travaux ou à l'étude sur tous les continents.

Le colloque proposé a pour objectif de présenter un certain nombre d'entre eux sous l'angle de la prise en compte des aspects environnementaux. Ces grands aménagements seront des aménagements remarquables, des aménagements innovants ou de grande ampleur construits ou en projet dans le monde entier. Le colloque a pour but de faire connaître et de promouvoir le savoir-faire des acteurs français, publics et privés, dans ce domaine. Un accent particulier sera mis sur les pays africains et les pays francophones.

ExCom and Council meeting October 2007

Last year during the Council meeting on 23 October in Brussels, it was decided to abolish the Council meetings in October and in May and to have only one Council meeting a year in February. Nevertheless, if necessary it still remains possible to have a Council meeting in October.

Evaluating the outcome of the AGA in Kochi, it has been decided to organize an additional Council meeting in October this year. The most important item to be dealt with is the Promotion Commission (ProCom). During the AGA it was decided that the evaluation of the first partial tasks of the consultant, to be engaged, have to be evaluated on 23 October 2007 in Brussels.

Please keep this date free in your agenda. The invitation and agenda have been sent out in the beginning of August.


Smart Rivers 2007 - Registration open

USA section of PIANC

Registration for the Smart Rivers 2007 conference, to be held from 16 until 19 September 2007 in Kentucky, USA, is now open to all. Please visit www.pianc.us to register on-line and to download the detailed conference agenda.

The conference will focus on "Positioning Inland Navigation as a Powerful Link in the Global Supply Chain." Conference topics include sustainable inland navigation, changing markets, policy comparisons, project determinations, reliability and system use, port management and future industry challenges. There will also be a pre-conference workshop entitled "The Future of the U.S. Inland Navigation System - Meeting the Challenges".

The three-day event will include technical sessions, field tour opportunities, industry exhibits, a technical short course and networking events. Technical tours will be organized to the McAlpine locks and dam, the Jeffboat shipyard, the falls of the Ohio and there will also be a historic steamboat cruise on the Ohio River. On the 16th, there will also be a technical workshop called "The future of the US inland navigation system - meeting the challenges", for which you can find the programme here.

Bruce Lambert joins ITTS

Mr. Bruce Lambert

Bruce Lambert (picture) has accepted a new position to serve as the Executive Director of the Institute for Trade and Transportation Studies (ITTS). This new institution will be set up in the New Orleans, Louisiana area.

Bruce finished his last day at the Corps of Engineers on 6 July. Anne Sudar will replace him as the PIANC Secretary, so as from this moment, any questions related to PIANC should be addressed to her.

PIANC wants to take the opportunity to congratulate Bruce and to wish him the best of luck with this new job.

As already 95 reports have been published before, this EnviCom report will be PIANC WG 96. As a lot of Working Groups are still ongoing, new TOR will start with the number 126.

ON THE CALENDAR

CEDA Dredging Days: poster competition for students and young professionals

The theme of the coming CEDA Dredging Days, to be held from 7 until 9 November 2007 in Rotterdam, the Netherlands will be "The Day after we stop dredging - Dredging for infrastructure and public welfare". On this theme, CEDA will organize a poster competition for students and young professionals. Participants in the competition will have to create a poster and make a clear and bold statement to show what the world would look like without dredging. Submissions must reach the CEDA Secretariat no later than 15 October 2007.

The winner will receive a prize of € 1,000 with € 500 and € 250 for those in second and third place. All posters submitted will be displayed at the conference and a PowerPoint summary of the winning poster will be presented by the judges' chairman during the conference. The first three posters will also be published in DPC, and will be displayed on the CEDA and the Dredging Days websites.

Support grows for 1st European Inland Waterways and Ports Forum

PIANC, the oldest international association concerned with promoting both inland and maritime navigation is the latest organization to add its support to the inaugural European Inland Waterways and Ports Forum, taking place on 27 and 28 November 2007 at the Crowne Plaza Hotel, Amsterdam. Organizations that already support the venture include the Platform of European Sea and Inland Ports - a Partnership of ESPO and EFIP, and Inland Navigation Europe (INE).

Focusing on the development of inland port and waterway development in the face of explosive growth of trade volumes in Europe's seaports, the forum is of special interest to shipping lines, shippers, forwarders and intermodal operators.

Forum sessions will cover :

  • European overview, including present EU projects;
  • Ports and inland waterways;
  • Using inland waterways today;
  • Environment and economics.

Organizations that have already confirmed presentations include the European Commission, European Investment Bank, CEDA, Hamburg Port Authority, European Sea Ports Organization, Black Sea Coastal Association, Via Donau, TEN-T, European Federation of Inland Ports, the Port of Le Havre Inland, Duisburger Hafen and Inland Navigation Europe.

HTG-Congress 2007

HTG logo

The HTG-Congress 2007 (Hafentechnik, Shifffahrt, Logistik), as well as its 55th general meeting will be held from 12 until 15 September 2007 in the International Congress Center in Dresden, Germany. On the 12th, a dinner will take place, the general meeting (only for members) will be held on the 13th. The congress will take place on the 13th and the 14th, with many interesting presentations on the programme. Finally on the 15th, an excursion is planned on the Elbe.

OBITUARY

André Graillot (1941-2007)

La section française de l'AIPCN a la profonde tristesse de vous annoncer le décès d'un grand ingénieur portuaire français, André Graillot, à l'âge de 66 ans.

Ingénieur des Ponts et Chaussées, André Graillot commença sa carrière comme Directeur-Fondateur du port d'Owendo au Gabon puis rejoignit le " Service Technique Central des Ports Maritimes et des Voies Navigables " du Ministère des Transports français. C'est au cours de cette période qu'il entreprit son " cours de travaux maritimes " qu'il poursuivit de nombreuses années et qui a formé des générations d'ingénieurs portuaires français. Il fut ensuite Directeur de la Prospective et des Études Générales au Port Autonome du Havre de 1977 à 1980, puis Directeur de l'Outillage de 1980 à 1984. Après, il fut nommé adjoint au Directeur des Ports et de la Navigation Maritimes (DPNM) jusqu'en 1987, puis Directeur Général du Port Autonome de Nantes Saint Nazaire (PANSN) de 1987 à 1994, date à laquelle il rejoint une nouvelle fois le Port Autonome du Havre comme Directeur Général, fonction qu'il occupa jusqu'au 28 février 2000.

Durant ses années havraises, André Graillot a contribué de façon déterminante grâce à une fibre commerciale poussée au développement des trafics et à l'émergence de nouveaux projets logistiques, en particulier Port 2000 dont il est à l'initiative et qui fut à la fois la grande œuvre de sa vie et un dossier clé pour le développement du Havre et de son port. Au Conseil Général des Ponts et Chaussées de 2000 à 2005, il intervint comme commissaire du gouvernement, notamment au port autonome de Marseille et apporta une forte contribution à la réflexion gouvernementale sur les ports refuge. Dès sa retraite du ministère, il devint vice-président de la société espagnole PROGOSA, chargée de contribuer à l'évolution des ports africains.

André Graillot laissera l'image indélébile d'une personne très attachée au monde portuaire et à tous ceux qui y travaillent. Son intelligence, son goût prononcé pour l'étude, ses qualités de cœur, la solidité de ses convictions resteront dans chaque mémoire. Il a beaucoup œuvré pour faire partager les nécessaires évolutions du monde portuaire. La section française vit une grande perte avec le décès d'André Graillot, ce grand ingénieur maritime, membre de l'académie de Marine et présente à sa famille et à tous ceux qui l'ont connu et apprécié ses très sincères condoléances.
