Kick-off meeting of WG 53 on tsunamis

On 20 January, MarCom’s kick-off meeting of WG 53 on tsunamis has been held in Tokyo. Dr. Kato from MarCom, secretary of the meeting, explained the purpose and expected good results of the WG. Dr. Takahashi from Port and Airport Research Institute (PARI), Japan is chairman of the WG. Members from Indonesia, Mexico, the Netherlands, Sri Lanka, Thailand, Turkey, the United States and Japan contributed to the discussion regarding the Terms of Reference and the final output. Finally, the chairman decided that the members are to make a draft of each chapter of the first half of the final report.

News from EnviCom

A busy year for EnviCom

EnviCom finished a very busy 2005 and early 2006, completing several Working Groups, initiating a new Working Group and advertising a new start. The commission also completed a full year of strategic planning for the 2006-2010 time frames. In support to the overall PIANC Strategic Plan, EnviCom had significant "brainstorming" sessions at its 2005 meetings, both in Brussels and in Sweden. In the future, EnviCom will continue to strategically assess navigation infrastructure issues.

Recently published reports include "WG 2 Wildlife habitat and port facilities" and "WG 8 Generic biological assessment guidance for dredged material". Another five completed Working Groups will also be published this year and will be presented in a special session at the Estoril Congress. Moreover, "WG 15 Environmental aspects of dredging and port construction around coral reefs and cold water hard B bottom Benthic Communities" was iniated in February. EnviCom also continues to interact with the EU Water Framework Directive development and implementation through its standing Task Force. It will also serve on the London Convention and OSPAR as technical liaison.

EnviCom WG 13 held in Japan

From 8 to 10 February, EnviCom held its fifth WG 13 meeting at Kansai Airport Land Development, Inc. (KALD) in the Kansai Airport Island, Japan. WG 13 deals with "Best Management Practices applied to dredging and dredged material disposal projects for protection of the environment". Seven working members from six countries attended the meeting. The participants efficiently discussed the contents and the structure of the first draft and they have made a great step forward in compiling the final report.

On the second day in the afternoon, all participants enjoyed a field tour of the Kansai International Airport Phase-II project, which is scheduled to open next year. They were deeply impressed with its scale, workmanship, and various environmental considerations.

At closing, all participants confirmed the remaining tasks and agreed on the future schedule. WG 13 meetings will be held two more times this year and once or twice next year, so that the WG report will be completed by the year 2007.

News from RecCom

47th RecCom meeting

On 24 February, RecCom’s 47th meeting was held at the PIANC HQ in Brussels, during which several arguments and decisions were treated. Marcello Conti, RecCom Chairman, opened the meeting by announcing proudly that Jolke Brolsma, who served the Commission for several years, will be honoured to be the next Chairman of FinCom. Then, the status of all the active Working Groups was analyzed and discussed and new themes were presented. After the normal general affairs and the debate, the Commission also decided on the winner of the Jack Nichol Award 2006.

Marina de Portimão wins Jack Nichol Marina Design Award 2006

Field tour of Kansai Airport Phase-II projectDuring the last RecCom Meeting on 24 February at the PIANC HQ in Brussels, the winner of the "Jack Nichol Marina Design Award" for the year 2006 has been appointed. The purpose of the award is to recognize excellence in the design of modern recreational boating facilities around the world. Anyone can submit an application to be considered for the Jack Nichol Award.

After the jury examined the applications on the basis of the requirements and award criteria (see PIANC website for details), the Commission decided to honour the "Marina de Portimão" from Algarve, Portugal. The winner will be announced at the Annual General Assembly of PIANC in Estoril by Marcello Conti, Chairperson of the Recreational Navigation Commission. He will also be mentioned in PIANC’s magazine "On Course" and on the website.

RecCom attends Oceanography 2006 in London

On 20 March, Elio Ciralli, Secretary of RecCom, attended Oceanography 2006, which was held in the ExCel Centre in London. During the "RESON User Group Conference", he discussed about "Engineering and use of sonar multibeam instruments in harbour construction".

Germany: Professor Dr.-Ing. Martin Hager celebrates 85th birthday

Professor Dr.-Ing. Martin HagerOn 10 April 2006, Professor Dr.-Ing. Martin Hager, Honorary Vice-President of PIANC, celebrates his 85th birthday in Bonn. Professor Hager studied mathematics, chemistry and physics and then became a civil engineer. He worked as a static-engineer for steel construction at the Krupp Company and trained at the Federal Waterways and Navigation Administration, where he was responsible for demanding design and construction in the fields of inland and maritime waterways and harbours. Later, he moved to the Federal Ministry of Transport, where he soon was appointed head of division for technical principles, hydrology and contracting with regard to the federal waterways, until his retirement in 1986. In 1974, he obtained his doctorate at the Technical University Hanover with his doctoral on "MACH-reflections on vertical walls".

Forty years of membership and above all productive work in PIANC are a great platform of high regard. Since the PIANC Congress 1969 in Paris, he has been a very active member in numerous PIANC Committees and Commissions, especially in the Editing Committee. Worldwide contacts and friendships were established. Over the years, Professor Hager was appointed Chief Delegate of the German Delegation, Vice-President of PIANC and finally Honorary Vice-President of the association. For twenty years, Professor Hager has been officially in retirement. However, his time is filled with expertises for projects in China. The newest highlight of Professor Hager’s sustainable work is his authorship of the chapter "Waterway-engineering – waterways and basics of ports" within the first edition (2002) of the "Manual for Civil Engineers".

Colleagues and friends from near and far wish him sound health, happiness in the view to the great life work and joy at the intensification of his rich gifts on the side of his family.

Tokyo: 2nd International Workshop on Coastal Disaster Prevention

On 18 and 19 January, the Japanese Section of PIANC, together with Port and Airport Research Institute (PARI), Coastal Development Institute of Technology (CDIT) and Asian Civil Engineering Coordinating Council, held their 2nd International Workshop on Coastal Disaster Prevention (tsunami and storm surge) in Tokyo. Among the participants were speakers and panellists from Korea, Indonesia, Mexico, Sri Lanka, Thailand, Turkey, the United States and Japan. About 450 scientists and engineers participated in lectures and discussions.

Topics on the first day were:

  • Experimental study of tsunamis,
  • Numerical simulation of tsunamis,
  • Field survey on the Indian Ocean tsunami,
  • Countermeasure for tsunami disaster.
Topics on the second day were:

  • Numerical simulation of storm surge and waves,
  • Field survey on the hurricane Katrina,
  • Coastal Disaster Prevention,
  • Panel discussion.

South African YP visit to research council

The second YP site visit was held on 27 January 2006 at the offices of the Council for Scientific and Industrial Research (CSIR) in Stellenbosch, South Africa. The event was well attended by thirty-four delegates from a range of specialist companies: consultants, contractors and port authority. There was a good representation of young professionals, as well as many students who are starting to make their way into the maritime sector. It was further promising to see a number of "older, experienced professionals" attend the session. Also, from a networking and skills transfer perspective, this interaction and participation was thoroughly supported and encouraged.

CSIR was chosen to host the event as it is currently underway with many specialist studies and investigations for ports and coastal works. This gave rise to interesting topics for presentation to the technical audience. There were presentations on ship manoeuvring simulations and moored ships, physical modelling and the latest developments in Dubai. The delegates were further exposed to the physical models set for the developments planned for the Ports of Durban and Cape Town with detailed discussions surrounding the set-up and running of these models.

The visit was concluded with light refreshments – by courtesy of Murray and Roberts Marine and PIANC National Section – and a pleasant conversation.

Dutch YP’s visit Euromax terminal in Rotterdam

On 23 March, sixteen members of the Dutch YP’s paid a visit to the construction site of the Euromax Container Terminal in Rotterdam. This design and construction project is being executed by BAM Civiel. Mr. Wernsen and Mr. Keesom, two designers of Delta Marine Consultants (DMC), welcomed the YP’s at the brand new visitor’s centre, which had just opened its doors on 20 March.

DMC provided BAM Civiel with two tender designs, which were presented by the port of Rotterdam. These tender designs were not only judged on economical aspects, but also on innovative aspects. This way of selecting made that the more expensive design, including a concrete diaphragm wall, was chosen above the steel combiwall.

The quay has a length of 2 km with a retaining height of 27 m. The quay is being built on the landsite. After the construction, the ground in front of the wall will be dredged to a depth of almost 17 m, which can be extended to 20 m in the future. For this construction, a future container ship of 12.500 TEU is foreseen. Today already 200 m of the quay has been built.

The Young PIANC Group had the opportunity to see every construction stage during an extensive and interesting guiding tour :

  • Trench and making of the diaphragm wall
  • Construction site of reinforcement of the superstructure and diaphragm wall
  • Construction of MV piles and vibro-piles
  • In situ casting of the superstructure.
The Dutch YP’s were quite impressed and they are convinced to certainly hear more about this project in the future.

ITMMAPS Maritime and Port Symposium 2006

ITMMAPS Maritime and Port Symposium 2006 will be held in Antwerp from 25 till 28 October 2006. The conference is organized by ITMMA – University of Antwerp – in close partnership with the Dalian Maritime University (DMU), the European Sea Ports Organization (ESPO) and the Antwerp Port Authority. ITMMAPS 2006 will bring together industry leaders and academics to exchange ideas on the conference theme "Fostering Seaports – and Beyond".

Ports are confronted with changing economic and logistics systems. We should foster the role seaports have to play in facilitating the global economy. At the same time, seaports need to be embedded in their local multi-stakeholder environment. ITMMAPS 2006 will help to unravel today’s challenges and advance and update our thinking on ports. Conference topics include logistics integration in shipping and ports, port governance and the role of port authorities, the "China factor" in the European port and logistics industry, the human factor in terminal operations, a stakeholders approach to port planning and more. The event will incorporate the results of past conferences (ITMMAPS 2002, ICLSP 2004 and ESPO 2005) and will be held in the slipstream of the ESPO 2006 Conference in Stockholm (1-2 June 2006). 9th International River Symposium

The 9th International River Symposium will be held from 4 to 7 September 2006 in Brisbane, Australia. This time, the River Symposium explores river management from the perspective of science, business, institutions and the community in managing problems facing rivers, waterways and catchments around the world. The overall theme will be "Managing rivers with climate change and expanding populations".

The River Symposium is an integral part of Brisbane's River Festival, an annual, cultural festival focused on the Brisbane River, celebrating water and promoting environmental sustainability. River Symposium delegates will have the opportunity to experience the festival's program of events held over ten days from 1 to 10 September, which incorporate entertainment, art, environmental science and sport.

4th International Conference on Remediation of Contaminated Sediments. Call for abstracts

From 22 to 25 January 2007, Georgia will host the 4th International Conference on Remediation of Contaminated Sediments in the Marriott Riverfront Hotel. This time, the theme will be "Efficient Assessment, Effective Management, Successful Remediation". Next to short courses, there will also be poster presentations, several panel discussions and a plenary session. Presentations will cover essentially all aspects of contaminated sediment characterization and assessment, management and remediation, as well as restoration.

Abstracts can be sent in before 30 June 2006. They must be written in English, cannot exceed one page and must clearly and concisely outline the topic. Furthermore, they are to be submitted in electronic form from the conference website. The Call for Abstracts brochure has been made available in February 2006 and contains all information about the abstracts. Obituary

Geoffrey Philip Martin 1925 - 2005

Geoff Martin was one of the world’s foremost designers of dry docks and dry dock gates. He studied at Birmingham University and joined T.F.Burns in the early 1950’s, becoming a full partner in 1956. He continued as a Senior Partner and subsequently chairman until the firm amalgamated with Posford Duvivier in 1992 (the firm is now known as Royal Haskoning). During his career, Geoff presented, together with others, four outstanding papers on dry docks to the Institution of Civil Engineers and he was an enthusiastic contributor to PIANC.

Geoff took the firm into a new type of work with the design of dry dock gates. He was always most considerate and supportive of others and his training has enabled the firm, Royal Haskoning, to continue at the forefront of the design of shipyards and dry dock works. After retirement, he began working on an important humanitarian project: the design and construction of a floating hospital in Bangladesh for the IMPACT Foundation. The result is the Jibon Tari, "The Boat of Life", which is able to move up and down rivers bringing health services to the poorest in areas with little or no access to health care.
