CALL FOR PAPERS TECHNICAL SEMINAR BEIJING '08

As you all know already, along with the PIANC AGA 2008, there will also be a technical seminar. This will be an international forum where engineers across the world can exchange know-how and experience amongst themselves and with their counterparts. Furthermore, it offers a great opportunity to get close information in China's navigation development and make effective contact with Chinese engineers.

At the AGA '07 in Kochi, president Eric Van den Eede launched a call for papers and he hoped the technical seminar will be a mix of Chinese and foreign speakers and that it will be a great opportunity for the exchange of information. Therefore, this announcement serves as a first call for papers, don't hesitate to send in you abstracts. Please note the following important dates :

  • 22 September 2007: deadline for receiving abstracts by e-mail (MS Word Files);
  • 20 October 2007: notification of abstract acceptance, subject to peer review;
  • 16 January 2008: full paper in required format by e-mail (MS Word Files);
  • 23 February 2008: notification of paper acceptance and early registration begins at a special reduced registration fee.

NEWS FROM THE EXCOM

Task Force - Working Group - Expert Group

At their meeting on 15 April in Kochi, India, the ExCom had a discussion about the terms for different working groups. The following gives an overview :

  • Task Groups :

    • the members are appointed by ExCom and the number of members is limited;
    • there is a limited scope of subjects;
    • realize the job during a limited time span of less than 12 months;
    • the final product is either a TOR for a Working Group, a position paper, a declaration or a proposal for the PIANC management.

  • Working groups :
    • the members are appointed by the National Sections and there is no limited number of members;
    • take a longer period in time (24 months);
    • the result is a typical PIANC working group report.

It was decided that the working groups get a concise name. Neither the name of the commission, nor the number of the working group will be mentioned anymore. In this regard the problem of joint working groups is solved too: when the commission name is left out from the name of the WG, all WG's are potentially joint working groups. This takes into account that nearly all new WG's are multidisciplinary.

As a consequence of the above, all chairpersons should consider themselves "involved in the TOR process". The commission that drafted the TOR's will review the report. When new TOR's are discussed in the ExCom, the ExCom will decide which commission is responsible for it.

HQ will draft a text about this topic.


Young Professionals

Mr. Magenthran Ruthenavelu   

Magenthran Ruthenavelu (picture), who represented Holger Schüttrumpf at the ExCom in Kochi, gave an overview of the Annual Report of YP-Com. At the AGA in Estoril, the YP Task Force was changed into a full YP-Com. The first meeting of the new YP-Com was held in Palermo on 29 September 2006. The main objective of this meeting was the preparation of the action plan for the years 2007 - 2010.

Following countries now have a representative in YP-Com: Austria, Belgium, France, Germany, Italy, Japan, the Netherlands, South Africa, Spain, UK and the USA. Furthermore, new national YP-groups were set-up in Austria, France, Germany, Italy and South Africa. The National Sections were encouraged to nominate YP's for working groups and commissions. Many countries used this opportunity.

The next YP-Com meeting will be held in Vienna, Austria on 31 August 2007.



125th anniversary

PIANCs 125th anniversary   

At the occasion of its 125th anniversary PIANC would like to organize an event in each of the four continents :

  • Japan presented a concrete proposal for an event in 2010 during the AGA on 17 April in Kochi;
  • The objective is to organize events in the America’s and in Africa.
  • In Europe, the congress in 2010 (MMX) will remain the main anniversary event.

NEWS FROM THE AGA

On 17 April 2007, another successful AGA meeting was held in Kochi, India. The following gives an overview of the main topics discussed.


Re-election of the President and the Secretary-General

The AGA has approved a third and final mandate for both Eric Van den Eede as President and Louis Van Schel as Secretary-General. In his speech, Senior Vice-President Tom Wakeman gave an overview of their many efforts and accomplishments with regard to the association and he thanked them for their excellent jobs. Also, Eric Van den Eede underlined the need for the search for suitable successors within four years, especially when it comes to a new secretary-general. Maybe thanks to the new commission ProCom, there will be enough financial means in order to find a fulltime secretary-general.

Shiv Batra becomes new Vice-President in succession of Tom Wakeman

As the AGA had to say goodbye to Tom Wakeman, a new Vice-President had to be elected. John Paul Woodley Jr. of the US-Section put forward the candidacy of Shiv Batra for the representation of North and South America. His candidacy was accepted both by the Council and the AGA. Shiv Batra introduced himself briefly and guaranteed his full dedication to PIANC.

PIANC would like to thank Tom Wakeman for his years of dedication as Vice-President. He will still remain active in ProCom.

Sreekumar Ghosh becomes Honorary Vice-President, Dik Tromp becomes Honorary Member

With reference to the letter sent by John Paul Woodley Jr. to Eric Van den Eede, the AGA approved the nomination of Sreekumar Ghosh to become Honorary Vice-President of PIANC. At the AGA, Eric Van den Eede gave an overview of the activities and commitment of Sreekumar Ghosh, who, in his speech, thanked the AGA for this nomination.

Furthermore, Claude Gressier from the French Section put forward the nomination of Dik Tromp to become Honorary Member of PIANC. The AGA accepted this proposal and Dik Tromp expressed his appreciation for this nomination.

Ian White becomes chairperson of InCom

As Sandra Knight retires from her function as chairperson of InCom, due to professional reasons, a new chairperson had to be found. The Council approved the proposal of ExCom to appoint Ian White as new chairperson.


ProCom - Marketing Plan - Consultant

At the AGA, Tom Wakeman (picture), chairman of the Promotion Task Force, gave an overview of the progress of this Task Force. The AGA approved the proposals of the chairman to set up a Promotional Commission (ProCom), to create a proper Marketing Plan and to hire a consultant to advise on this Marketing Plan. Wakeman then launched a call to all National Sections to send in nominations for a consultant and he expressed the need for two co-chairpersons for ProCom. It was agreed that Louis Van Schel will act as the first co-chairman and that the other co-chairman has to come from the Platinum Partners. Our Platinum Partner DEME put forward Hubert Fiers as co-chairperson in response to a formal request to all Platinum Partners.

All National Sections were asked to confirm their actual representation within ProCom. The ones that are not yet represented within the new commission should ask for someone of their section to do so. By the next Council meeting in October, the setting-up of ProCom should be finalized.




New criteria for the De Paepe-Willems Award (DPWA)

Given the very limited number of candidates for this year's DPWA and the fact that ExCom doesn't always feel so confident to judge the submissions, it was decided to make some changes to the criteria for the next DPWA. Already at the last ExCom meeting in February, the idea of bringing together a jury was raised. After the Council meeting on April 16, Shiv Batra sat together with a group of people, in order to rewrite the rules and regulations about the DPWA. At the AGA, this new document was discussed and approved. As from now, it can be found on the PIANC website, both in English and in French.

Speaking of the DPWA, this year's winner is Alfred Roubos from The Netherlands. President Eric Van den Eede introduced him at the AGA and asked him to address the meeting with his presentation entitled "Dealing with uncertainties in the design of bottom protection near quay walls". After his presentation, Roubos answered several questions of the delegates. His presentation will be published in one of the next issues of PIANC's magazine "On Course".

PIANC's agenda for the coming years

The AGA was informed about the upcoming events and venues for the coming years :

  • AGA '08 Beijing :

    Juana Zhao presented the venue for the AGA '08 and distributed a flyer containing all the details about this event. Eric Van den Eede called for speakers and said he hoped that the technical seminar will be a mix of Chinese and foreign speakers and that it will be a great opportunity for the exchange of information. After her presentation, Secretary-General Louis Van Schel and Sun Guoqing from the Chinese delegation signed the amendment to the agreement for hosting the AGA.

  • PIANC/COPEDEC VII 2008, Dubai :

    Secretary-General Louis Van Schel informed the AGA about his last IOC-meeting in Dubai in April 2007. So far, everything is going very well. The paper committee has approved 226 papers coming from 43 different countries, so there will be five parallel sessions of five days, followed by some technical tours. At the AGA in Kochi, Ranjit Galappatti said he expects a very good conference with some interesting technical visits and he hopes a lot of people will participate.   • Mediterranean Days for Maritime Engineering: both Valentino Chiumarulo and Andrea Ferrante gave a presentation and showed a nice video on the Mediterranean Days for Maritime Engineering, to be held in Palermo, Sicily in October 2008.

  • AGA '09 Helsinki :

    Keijo Kostiainen informed the AGA about the venue for the AGA '09 in Helsinki. After his presentation, he and Louis Van Schel signed the official agreement.

  • Mersey MMX :

    Stephen Cork addressed the AGA with a presentation on the 32nd Congress MMX, to be held in Liverpool in 2010.

Furthermore, Eric Van den Eede called for candidacies to host the next AGA’s in 2011, 2012, 2013, the AGA and 33rd Congress in 2014, as well as PIANC/COPEDEC 2012. Candidacies for PIANC/COPEDEC 2012 must be received before the end of September 2007, candidacies for the AGA's before the end of this year.


PIANC's History Book

Mr. Jolke Brolsma   

Jolke Brolsma (picture) gave an overview on the progress of the Task Force of the PIANC History Book at the AGA in Kochi. The last HisCom meeting was held on 5 March 2007 and the work is going according to plan:

  • two chapters are more or less complete;
  • the final chapter is in progress;
  • more texts and pictures are always welcome;
  • advertisement and sponsoring are possible.

NEWS FROM INCOM

Meeting in Grenoble - March 2007

From 27 until 30 March, InCom WG 29 held another meeting in Grenoble, France. At the meeting, it was decided that the chairman revise and update the draft report of the WG. This was done on 15 April. At the next meeting in Amsterdam the table of content will be revised, based on the available contributions.

Besides the meeting, the members of this WG also visited the Hydraulic Lab and Lock Model and on the last day there was a technical visit organized by La Compagnie Nationale du Rhône (CNR), including a visit to the Montélimar-Châteauneuf lock and to the Bourg-les-Valence Lock.

The next meeting will be held in Amsterdam in October of this year.

NEWS FROM YP-COM

YP technical event 2007 - Venice

The PIANC Young Professionals Commission (YP-Com) invites all interested YP's to attend a technical visit to Venice on 5 and 6 July 2007. Objective of such a YP technical event is to present top-class hydraulic projects to YP's, such as the MO.S.E project in Venice. The event will comprise a technical visit to the Venice locks and a visit to the Voltabarosso laboratory. Both visits will be hosted by the Venice water authority.

The aim of the MO.S.E. project is the defence of Venice against "high waters". The defence will be guaranteed by the installation of manoeuvrable barriers at the lagoon inlets - so called mouths (Lido, Malamocco, Chioggia) - together with other works as the local defences (so called insulae) works, coastline defence works, the reconstruction of existing breakwaters at the lagoon inlets, the construction or reconstruction of lagoon embankments and waterfronts. Hydraulic model tests of the MO.S.E project are performed at the Experimental Centre for Tests on Hydraulic Models at Voltabarozzo (Padova), a research institute of the Italian Ministry of Infrastructures, where fundamentally important tests on physical and mathematical models were performed in collaboration with the University of Padova.

In the laboratory there is a complete model of the Venice lagoon and some important experiments have been carried out during the last years, like operation and control performed on a full size gate (the Electromechanical Experimental Module, MO.S.E.) installed in a laboratory built specifically for this purpose. The MO.S.E. works are totally financed by the Italian Ministry of Infrastructures - Venice Water Authority, that checks all the projects for the safeguarding of Venice and has the technical control of the works. The works are carried out by the Consorzio Venezia Nuova, a group of construction companies. The total cost of the works is € 4,2 billion. The works will end in 2012.

The number of participants for this very interesting technical visit is restricted to a maximum of thirty. All participants must be YP's and members of PIANC. The technical visit is free of charge. Travel and accommodation must be paid by the participants.

NEWS IN THE WORLD

German National PIANC Symposium "Navigation, Harbours, Waterways - Actual International Activities"

The German PIANC section and the German Young Professionals are organizing a symposium to highlight the international activities of PIANC on 28 June 2007 in Hannover. First objective of the event is to give an introduction into the many activities and topics of PIANC. The second objective is to report from the activities of PIANC working groups. The program of the symposium and the registration form are available on the website of the German National Section at www.wsv.de/pianc/aktuelles/index.html. The symposium is open to all interested PIANC members and guests.

Fender seminar for PIANC members in South Africa

The 5th Intermodal Africa 2007 exhibition and congress took place this year in Durban on the 29 and 30 March. This year's exhibition was hosted by the National Ports Authority of South Africa.

Table Bay Rubber Company, the Marine Division of TRUCO (Transvaal Rubber Company), saw this platform as a good opportunity to set up a fender seminar entitled "Introduction to modern fender design", which could be of particular interest to the delegates likely to attend the "Intermodal Africa 2007 Exhibition". Invitations were thus sent out to all the main civil engineers, contractors and consulting engineers to establish the interest that this type of seminar would generate.

The following pertinent fender topics were covered :

  • Safe berthing and mooring of vessels - Predict, Prevent & Protect;
  • Review of current fender design standards, including PIANC 2002;
  • Optimizing operational efficiency, minimizing full life costs;
  • Current trends in ship design and the effect on fender systems;
  • Harbour marine - berthing and mooring aids;
  • Future developments: The smart fender.

Table Bay Rubber Company had arranged for Mike Harrison from Fentek/Trelleborg Marine Systems U.K. to run the seminar. However, a number of Cape Town-based PIANC South Africa members could not attend the seminar and following a request from the PIANC YP representative Magenthran Ruthenavelu, a follow-up session was held in Cape Town. The National Ports Authority of South Africa in the Port of Cape Town arranged for a suitable venue and the second seminar was held on 30 March 2007.

In both instances, the seminar was well attended by over thirty delegates and in the latter session there was excellent representation of both YP's and senior PIANC members. The seminars were a resounding success and many thanks to Randal Dicke of Table Bay Rubber Company for his initiatives.

Sandra Knight joins the National and Oceanic and Atmospheric Administration (NOAA)

Ms. Sandra Knight   

As already mentioned above, Sandra Knight (picture) announced at the last ExCom meeting in February that she would leave PIANC due to professional reasons. She is now Director of Policy, Planning, and Evaluation of the National and Oceanic and Atmospheric Administration's (NOAA) and she is stationed at NOAA headquarters in Silver Spring, MD.

At NOAA, Knight leads a team of administrative and scientific professionals that represent NOAA's research at headquarters. The team supports laboratory and program interest in the strategic and budget planning process. They provide staff support to internal and external research councils supporting ocean, weather, climate and ecosystem research. Also, they are aligning the research portfolio to better support NOAA's mission and strategic research plans. Knight's team is developing and implementing policy for improved scientific excellence through lab reviews, awards, and performance metrics. Additionally, they provide scientific support to the NOAA senior leadership.

PIANC wants to take the opportunity to congratulate her and to wish her the best of luck with this new job.



IAPH Resolution on Clean Air Programs for Ports

At the 25th IAPH World Ports Conference in Houston, USA, held from 27 April until 4 May 2007, the International Association of Ports and Harbors (IAPH) unanimously adopted a Resolution on Clean Air Programs for Ports, in recognition of the significance and importance to reduce air emission at a port and its neighbouring area.

    As from now, the CD-ROM of the seminar about "Life Cycle Management" that took place on 2 February 2005, can be obtained at PIANC HQ. If you are interested in getting a copy, please contact the General Secretariat at info@pianc-aipcn.org. The CD-ROM will also be put on the PIANC website in due time.

  • Call for papers for PIANC's De Paepe-Willems Award (DPWA)

    As stated above, at the last AGA in Kochi, some important changes have been made to the criteria for PIANC's DPWA, given in honor of Professor Gustave Willems, president of PIANC from 1956 until 1982, and of Engineer Robert De Paepe, PIANC-president for 17 years and vice-president of the World Road Association (PIARC).

    As the deadline is now set on 31 August 2007, candidates have no time to waste and are called to sign up for this award. The new criteria can be found on the PIANC website.

    The award consists of an amount of € 5,000 and free membership of PIANC for a five year period. The Award-winner will also be invited to present his/her paper at the AGA. Free hotel accommodation for 3 nights will be provided, together with a payment of travel expenses in economy class to the AGA. Besides all that, the Award-winning submission will be published in the Magazine "On Course" and the winners of the DPWA will be presented on the international PIANC-website with a curriculum vitae and a summary of their submission.

ON THE CALENDAR

Smart Rivers Conference 2007

SmartRivers 2007 will be held in Louisville, Kentucky (USA) from 16 until 19 September 2007. This is a must attend conference for professionals interested in sharing knowledge and experience in order to achieve a better and more efficient integration of inland waterways (rivers and channels) into an integrated intermodal transport system. The three-day conference will include technical sessions, field tour opportunities, industry exhibits, a technical short course and networking events.

The 2007 conference will be the third in a series of international joint conferences on synergies for an efficient waterway system in Europe and the USA. Smart Rivers 21 is an international coalition intent on realizing "Strategic Maritime Asset Research and Transformation for 21st Century River Systems", which was started in 2004 by a cooperation agreement between US and European partners, followed by the organization of a conference in October 2005 in Pittsburgh. The second conference was held in 2006 in Brussels, organized by the European Federation of Inland Ports (EFIP) in collaboration with TINA Vienna, via donau and the Port of Pittsburgh Commission. The 2007 conference is a continuation of this cooperation, and we expect to draw more than 200 port and waterway executives, policy and technical professionals, from the U.S., Europe and Latin America.

IALA e-navigation seminar 2007

IALA and Trinity House inviting you to participate at their e-Navigation Seminar, which will be held from 2 to 4 July, 2007 at Trinity House, Tower Hill in London. E-navigation is a relatively new international endeavour. The IALA seminar is perhaps the first event that aims to provide a strategic overview of the concept and its constituent elements.

The registration fee for the seminar is € 700. Attendance at the seminar is by invitation only and seating is limited. The 2nd European Conference & Exhibition on Inland Terminals

The 2nd European Conference and Exhibition on Inland Terminals will be held in Antwerp, Belgium on 13 and 14 November 2007. It will highlight the advantages of inland terminals in Europe and will report on both official and private accomplishments to enhance the use of these multimodal logistical platforms. The inland navigation sector is rapidly gaining importance, as congestion on the European road network and in seaports is on the increase, fuel rates fluctuate unpredictably and "economics of scale" have become a well-established feature. The 2nd European Conference and Exhibition on Inland Terminals wants to provide a forum for the terminals to show off their specific assets.

The main goals of the event are to create awareness among shippers, forwarders and transportation companies of the untapped opportunities inland terminals have on offer, as well as to show to them how they can benefit from making use of these opportunities. Among the conference topics will be supply chain developments, inland terminals, the intermodal network, innovative inland logistics and international benchmarking. 3rd International Congress on dredging

On 7 and 8 June 2007, the 3rd International seminar on dredging will take place in Avilés, Spain. The conference aims to be a forum of debate on the main aspects of dredging for all interested sectors, allowing those present a chance to learn about the latest novelties and presenting an update of developments around the world. It is mainly aimed at port authorities, sea and coastal administration bodies, dredging companies, universities, consultants, autonomous community ports and environmentalists. Registration for the conference costs € 500. Conference participants are responsible for making their own hotel reservations.

INEC 2008 - 9th International Naval Engineering Conference and Exhibition

From 1 until 3 April 2008, The Institute of Marine Engineering, Science and Technology (IMarEST) will organize the 9th International Naval Engineering Conference and Exhibition (INEC 2008) in Hamburg, Germany. The conference will embrace the operation, future design, integration and support of vessels in the naval environment. It will explore the balance between evolving current practice, revolutionary or novel alternatives and practical experience. In particular, INEC 2008 is looking to capitalize on the benefits from commercial experience. A supporting exhibition will be held in conjunction with the conference, enabling companies to exhibit their latest products and services.

This year, papers are sought that merit consideration for The Sir Donald Gosling Award. The award consists of 3 prizes (first prize £5,000; second prize £2,500; third prize £1,500). Financial awards will be shared equally between named joint authors and a certificate will be awarded for each individual author. All named joint authors must be under the age of 40. In the first instance, authors are asked to submit a synopsis via the call for papers process. Selected authors will be invited to submit technical papers (as outlined above), whereupon final award winners will be chosen. Eligible winners must present their paper at the conference, where the award ceremony will take place.

On 25 March, HQ-lady An Van Schel gave birth to a beautiful daughter, Josephine. A nice sister to Charlotte and another grandchild for grandpa Louis! OBITUARY

Valère Vautmans (1943-2007)

Mr. Valère Vautmans   

After a long battle with cancer, Valère Vautmans passed away in March.

Valère was a liberal: in his political conviction but mainly in his outlook on life. For years he had been principal private secretary of several ministers until in 1991 his political enthusiasm caused him to go successfully into politics himself. In his functions of cabinet staff member of minister Defraigne and principal private secretary of ministers Olivier and Waltniel, he assisted in the creation of large infrastructure works in Belgium. Among other things he was charged with advising on projects concerning road infrastructure in Flanders and supervised the works of the Albert canal and the canals in Campine. Also during his political career he had a seat in the Flemish Parliament, the Chamber and the Senate.

When he was working for the "NV De Scheepvaart" as general administrator, he was responsible for the coordination of the waterways in Flanders. Later on, he became president of the board of directors of the "NV Waterwegen en Zeekanaal" (Waterways and Seacanal). In 2003 and 2004 he was a member of the "European Framework for Inland Navigation".

Valère was also an important figure for PIANC. He became first delegate of Belgium in 2005. In this capacity he was a member of the PIANC Council and PIANC members had the pleasure of working with him. At the time of the celebration of the 100th anniversary of PIANC, which was organized in Brussels in 1985, Valère played a key role in Minister Olivier's involvement in this great event. Thanks to his contribution, PIANC Belgium and major port and waterway projects received world-wide fame.

With Valère we lose an engaging and warm-hearted person, a pioneer of major infrastructure works in Belgium and moreover a valued PIANC delegate. PIANC offers its sincere condolences to his family.
